Web services order Shipping Tax

Ever since the 2013.1 update.  When we import an order via Web services from an external site. the shipping charge gets the wrong tax rate.
We have a case open with Netsuite.  Case #1643554

Is anyone else experience changes with taxes with web services and update 2013.1
