Are account configuration data disclosed in web services?

I searched the best I could in the Schema Browser, Support and this forum, but couldn't find any mention of being able to use web services to find out account configuration information. 

For instance, I'd like to know if the account has auto numbering turned on.  Or etc. 

This is important for my purposes since we're a "3rd party" integrator, and I have only web services access to the account.

I'm guessing the answer to this is 'no'--since my scenario is an unusual one--but just wanted to be sure I wasn't missing something.
