Can't get email results from a Saved Search for changes made by Web Services account

I have created a Saved Search that looks for Customer records that were added/updated within the past day. Notifications are supposed to be sent out by email.

The search itself works fine; I get the expected results. However, the emails are not being sent if the changes are made by one of our Web Services accounts. If I or another user makes changes to the account that match the criteria, the email gets sent as expected.

Is there some reason why Web Services changes would behave differently than other user changes?
