Item fulfillment upserts triggering closed period error

I'm getting an odd error when creating item fulfilments that should not be occurring. Error is as follows:

 <span style="color:'#000000'"><span style="font-family:'monospace'">&amp;lt;platformCore:message&amp;gt;</span></span>    <span style="color:'#000000'"><span style="font-family:'monospace'">You cannot move a transaction to or from a closed period.</span></span>    <span style="color:'#000000'"><span style="font-family:'monospace'">&amp;lt;/platformCore:message&amp;gt;</span></span>  


We're performing an upsert of the IF with the transaction date within SOAP appearing as:

 <span style="font-family:'monospace'">&amp;lt;ns12:tranDate xsi:type="xsd:dateTime"&amp;gt;</span><span style="color:'#000000'"><span style="font-family:'monospace'">2014-06-23T04:00:00.000Z</span></span><span style="font-family:'monospace'">&amp;lt;/ns12:tranDate&amp;gt;</span>
