Web Services Only role in the Sandbox

I granted access to a user to our Sandbox and his employee record had three roles in it, one of which is marked as Web Services only.  The employee was able to access that role through the Sandbox UI.  I find that I can also use this role in the Sandbox UI.

I find no information on this topic in SuiteAnswers and support would not answer the question for me because we are self-service.

Can anyone tell me if this behavior is by design or is it a defect?

If by design than watch out!
