Create multiple sales orders from 1 purchase order

We currently use a third party to create sales orders from EDI purchase orders.  They say we can't use web services & EDI to create multiple sales orders from 1 purchase order that has multiple line items.  Typically they are the same part number but with different ship to addresses.  I opened a ticket with NetSuite, but they too say you can't do this.  I don't believe that NetSuite via EDI & web services won't allow you to create multiple sales orders from 1 purchase order that has multiple line items with different ship to addresses.  If anyone can help
