SuiteTalk Getting Started

Hi, Just to brief my requirement.
1. I had attended NetSuite SuiteTalk Training.
2. I have sample code modified and working in my Eclipse IDE with my SANDBOX.
3. Is the code client or Web service by itself.
4. I need to develop custom web Service and Need to share to our partner for some integration.
   High level what all the steps i need to do after creating the java code.
