Help with RESTlet

Hi, I am new to NETSuite and trying to use RESTlet to retrieve and post data to NetSuite. Should I always have scripts in Netsuite and invoke it using the restlet.nl.  Is there a way I can define the record type, filter criteria and the columns to be retrieved in JSON from C# console or service app.  Any sample scripts and documentation pointers will be greatly helpful.
