Customer deposit uploads have become too slow

We (ARIIX) are experiencing a problem using our JAVA web service when uploading customer deposits this week.  Customer deposit uploads used to take just a few seconds on average each.  Now, they are taking about 2 minutes each.  This looks like a throttling problem.  Customer deposit uploads work, but at this rate we are already over 10,000 customer deposits behind for the week.  Stopping uploads of customer deposits doesn't seem to help.  It slows down again almost immediately after starting out with relatively fast response.

All other transactions are uploading fine with normal response.  This is only happening with customer deposits.  There have been no changes in the programming lately that we have been using for almost a year for uploading customer deposits.  I wrote the software.
