With version 11, Netsuite has changed the format of URLs for item detail pages from
/s.nl/sc.11/category.191/it.A/id.130/.f
to
/s.nl/it.A/id.3568/.f?sc=12&category=81
and sometimes
/s.nl/it.A/id.3568/.f?sc=12&category=81&whence=

I believe I read somewhere that the justification for this was a fear of a duplicate content penalty from search engines, and a belief that search engines ignore anything in a URL parameter.

As I've stated in another post, there is no such thing as a penalty for duplicate content. Search engines know that many web sites are database driven, and that different URLs can produce the same page.
