Shipping Costs

Hi,

We give free shipping on all items except food. Our food items have weights entered in kg. Our shipping item says

By weight 6.00 per 60kg.

I add one item to the cart and shipping is 6.00. I add other items and it sometimes stays the same as it should but other times I add an item and the shipping costs goes to 12.00, despite the overall weight being only 10kg.

I can't figure out where it's going wrong. It's just some combinations. Help?
