New customer account creation

A new customer arrives on my site and wants to make an account, if they go to the "My Account" tab the box says "Returning Customers" There is no option to register a new account. If however you enter an email address without a password and then click "I have forgotten my password" the page re-loads with an error message AND a link which says "New customer? Click here" Is there any way to make this link appear in the first instance as it is not intuiative for customers who which to creat an account for the first time. If
