Adding Shipping Section to Customer Center Estimate

I am trying to add the shipping section to the online estimate form I gave on a customer customer center. It is available in the Sales Order but not an option on the online estimate. Is there a way to enable this so the customer can quote shipping for himself.

On a different note, is there a way to have the UPS shipping calculate each item as a separate box, it is adding them up and we are losing a lot of money on shipping.
