Managing Roles - Customer Center, make a custom role default

I have a question regarding Managing Roles.

I customize the Customer Center found at Setup > Users/Roles > Manage Roles but I cannot find a way to make the new customized role the default for all new users.

On the other hand how do you mass update customer records to have the new role.
