Public Form Problem

I have an online marketing form that is giving me some problems. It used to work fine but now when users submit the form they get a 401 unauthorized message, which usually leads to them submitting it twice. Both the entry and the 'thanks' form are checked to be 'available without login' but that doesn't seem to do the trick.
