Giving Invoice as an option

Hi,

We start utilizing web site for resellers so they can login and enter an order, make a payment etc. When they enter an order it asks for CC number even though they have terms (Net 30) and enough credit to place an invoice order. I couldn't locate the setting for the payment options on that screen. Can anybody help?
