Alt="" not the filename from file cabinet

This is case 594437.

This pertains to accessibility.

Per Web Accessibility Initiative and Section 508 of ADA, Alt tags on URL's can and should have an empty string when the image does not add value to the page.

In summary, alt= is to allow the web site to describe what the image contains to a blind person.

When the Alt Image Tag is empty in the file cabinet, NetSuite is trying to be nice by using the image name in the alt="myimage.jpg". Imagine you have a text to speech reader and hear it read myimage.jpg over and over.

Is there a way to set alt= to be blank when the Alt Image Tag is empty in the file cabinet?
