Shipping Address Page doesn't work properly

Hello, we just got upgraded to 2007 over the weekend, and already we have seen some issues here and there.  One of which that we cannot solve is the shipping address page on our website.  When people trying to enter a shipping address, the form will give an error

I've basically cleared everything in the "Enter new shipping address" heading under "customize web text" but still the error occurs.  Basically the customers cannot enter a shipping address to complete the order.  Please help!!! Netsuite staff, please look at the problems and fix them right away as our customers cannot complete the order without the shipping address and sales are greatly affected.
