audience control tabs still appearing after logout

We have some tabs that should appear only when logged in as a certain audience. The first time you visit a site or when you first open your browser and visit the site, the tabs do not appear until you login. When you log off the tabs are still available. They remain available until you quit your browser or clear your cookies. Has anyone noticed audience controls being affected by the upgrade?
