Customizing order fulfillment email

By default the email sent to the customer letting them know their order has been fulfilled lists the items on the order and the subtotal (subtotal is labeled "total").  Customers see this and think that we have given them free shipping and then are upset when they are charged the shipping charge.
How can this email be customized to show the shipping charge and (true) total?
