Website Selling Inventory that is Commited on SO's

Why does the website allow and even display an item that is fully commited on a sales order?

The inventory item shows 835 on hand and we have a sales order showing it all commited.  The website allowed a sale of 50 units.

How can this happen?  Does the website pull from ON-HAND qty or AVAILABLE qty?
