Are we stuck with roll-over menus?

On http://www.hrdpress.com we're using categories and sub-categories, so when a user rolls over a button, they get a pop-out menu of sub-categories to click on. However, we'd prefer to let a customer click on a button and then go to a page with the sub-menu on it. Does anyone know if this is an option somewhere?
