Prevent a fraud customer from placing orders...

We have a customer who is obviously fraudulent who has placed about 30 orders in the last 2 weeks.  We immediatly cancel the orders but they contiune to place 2-3 orders a day.  Is there anyway to prevent a specific customer from placing orders?
