Creating a HTML Form Template

I’m trying to set up an online form to see if a particular page is helpful to customers. Step 1 is Lists > Marketing > Marketing Templates > New but, I don’t have Marketing Templates. I am in my Web Guru role.

Do I need more permission or enabled features? I can’t get past step one.
