checkout abandonment + promotion code

ok now that promotion codes are working fully i was thinking is there a way to tell which customers have abandoned their checkout/carts (of course only if they have been logged in)?

and based on their abandonment target them via a campaign offering dicsount with the use of a promotion code.

i know this will be accessed via a saved search but cannot find cart/checkout options there to query.

Please let me know if its possible before i waste any more time on it?
