Altering Checkout page order

How do we alter the checkout page order? 

[LIST]Many of our customers want to see the shipping prices before they have to enter address details and credit card details.  Therefore how can I put this first?[/LIST]

[LIST]Also the Checkout shows the following process:
Register    »   Address   »   Shipping   »   Payment   »   Review & Submit

When in fact it actually runs Pyament before shipping
Register    »   Address   »   Payment   »   Shipping   »   Review & Submit[/LIST]

The customer friendly option should be:
Register » Shipping » Address  »   Payment   »   Review & Submit

Any ideas?
