Shipping IN USD? want in GBP

Hi Friends,
I am trying to create a new shipping item for shipping to UK only,
it is flat rate of £9.99 and when i enter 9.99 in the flat rate column it prints out in website as £5.90 , i beleive it is taking 9.99 as in USD but in Currency on the shipping item(column just below subsidiary) i have GBP.

How to specify the exact price in GBP for shipping flat rate.
Any help will be much appeciated.
