All payment methods are showing in the store

Hi,

One of our customers asked about some weird-looking payment method in our web store. I checked our web store, and I realized payment method combobox in "Make a Payment" screen shows all the CC methods whether they are selected to appear in web store or not. We defined some CC payment methods for internal use only and we do not want those methods to appear in the web store, therefore they are "unchecked" to remain as internal.

Could this be a bug or one rule overriding another?
