Having Problems with PayPal Express?

Has anyone else been having issues with PayPal Express Checkout.
I have had numerous cases in the last fortnight/3 weeks of customers being sent to PayPal site, a pending payment being created there and then not being properly returned to NetSuite.
We get the creation of a Lead/Customer in NetSuite but with no order details.
One customer stepped through it for me and he had a payment declined on the PayPal site with their error message along the lines of 'Payment Declined due to risk model' - that's fine. When he was returned to our site he was give a 'Website under maintenance and not available at this time' type message (internal NetSuite message).
