Return Authorization-do not want to generate number

We want to enable Return authorization in our website. Is there a way to stop generating the RMA number at the time the record is created by the customer. We would like to approve it and then autogenerate RMA and notify customer. Otherwise customer might return the item with the RMA number before the approval
