Problem with Sessions and Custom Menu

Does anyone know what could be causing us to need to reload a page from the initial page load to display our custom menu system?  It appears fine after you go to another page or refresh but on the initial page load it fails to load.  I believe this must be some sort of sessions conflicted as I think NS is applying sessions to every sort of link now that is being generated including the links in the head section.  I think this may be interfering with our menu systems.  It is occurring on both our sites which both have
