Multi-site question - limit Shipping Items, by site, displayed in checkout

I have multi-site and have a website for consumers and another website for wholesale customers.  We have setup shipping items of which some are for consumers and some are for wholesale customers.  I know that there is no "standard" way to limit which shipping items that are displayed in the checkout by website (when the display is website box is checked), but has anyone figured out a workaround for this.
