webstore problems

we sell to both wholesale and retail customers and are having some problems setting up a wholesale side to our website.  we've worked out all issues except three and I'm hoping for some help.

1- is there any way to offer different shipping methods for different price levels.  we offer free shipping on retail orders over $40 so retail shipping is easy, however, i don't want wholesale customers to have this option.  the way the website looks now when you check out with wholesale pricing there is just the option of usps-free - I don't want to just add FedEx to all price levels because I don't want retail customers to have any other choices.
