Restricting Audience to tabs and categories not working

The title says it all.  I have set up a group that I want to have access to a tab, Ive also tried this with a category.   That group the only thing selected in the access section yet anyone can access those sections including users that have not even logged in.

Is there some other trick to getting this to work?
