international shipping: set rate ($15) for all international orders under $300 dollar

Hi. I have a customer who wants
1) to offer free shipping for all domestic orders
2) then a set rate ($15) for all international orders over $300 dollars
Can anyone point me in the right direction? I’ve looked through all the ‘Shipping’ documentation and offering free shipping seems pretty straight forward, but I don’t see anything on creating International rules. Any help or suggestions would be greatly appreciated. Thanks for any time you give this.
