Mandatory Item Options do not have entry fields

We are seeing intermittent challenges where an item that has mandatory Item options will show the display name for the item option, but not have an editable field to allow values to be added to the option.

However, another item on the same page will display the same item options with the ability to edit them.

This does not happen for all users and happens for different items.
