Restrict by audience on website - BROKEN

just found out from one of business managers that it seems customers have been able to order brochures when in fact they should have been logged in to get this. If not logged in we cannot grab their id and thus do not know who to send it to:

we have certain categories on our website that we restrict so that visitors are not allowed to access until they have setup an account on our website.

It seems that this is now broken in some browsers. If I go to the page:
