Default transaction email format.

Our system has started sending transactions in HTML instead of PDF and I cannot work out why.

1. All customers preferences are set to "Default"

2. All sales staff have Home/Set Preferences/Transactions/Email using HTML "unchecked"

What is controlling the use of either HTML or PDF for transactions placed on the web? We want to send transactions via PDF.
