Changes with PayPal processing

Our bookkeeper noticed that PayPal has changed in netSuite.  Everything is charge instantly ...even before we approve the order.  It goes through payPal as payment type = "instant".  Previously it would wait until the order was actually approved and then billed in NetSuite (like the way credit cards behave). Who made this change?  Is it PayPal or NetSuite?  We also use PayPal Pay-flow-Pro for credit cards processing.  Has anyone else seen this change?  Did I miss a memo on this?

This has been throwing off our bookkeeper in her bank reconciliations.
