Strange Address Error During Checkout

From time to time we have customers report a strange error that we haven't been able to duplicate in testing, but I thought I'd throw this out there to see if anyone can shed some light on it.

The customers report that they cannot complete checkout, because when they select their state from the drop-down list, it is not accepted, but instead an error message is displayed asking them to put in the 2 letter abbreviation.

Any ideas?
