can customer insert a custom shipping address?

Hi,

can we let customers add a custom shipping address for a web order?

the current process is: the customer can change the shipping address by adding new address, and the new inserted address saved in customer record and also added as the default address for the customer.

If he can't insert custom address, can he insert the new one without adding it as the default one?
