Shopping Cart - Disable remove button for selected items

Is it possible to make selected items mandatory in the shopping cart?

When the user purchases an item, I am adding an activation fee to the shopping cart. Currently the customer can remove the activation fee.
Is there any way to force the customer not to remove the activation fee?
Is it possible to write some javascript to disable the remove button of selected items?

Any help is appreciated.
