No USPS in Web Site

We're having trouble (issue 172159) with USPS shipping items not showing up in the Web, even though they are set to display and the setting at Set Up Shipping is FedEx/USPS/More. UPS shipping items are showing ok. All items are matching as far as real-time rate and integration.

Has anyone encountered this and do you have a workaround? We need to get USPS working because it is supposed to be used for a Free Shipping promotion for holiday shopping.
