Capture 3rd party billing via ecommerce checkout or customer center?

NetSuite is working well to facilitate 3rd party billing of shipping costs to distributor UPS, FedEx or USPS account so long as we have this information on the customer record. These distributors would prefer to use the ecommerce site or customer center to enter order. Is there a way to capture 3rd party billing information via checkout or customer center online sales order?
