Return Authorization and Non Inventory Items

in Web Site / E-Commerce

We are trying to allow customers to create Return Authorizations from the Customer Center (under My Account).  They can create them great for inventory items, but I cannot seem to choose any Non Inventory Items.  (Our customers get reimbursed labor which we track as a non inventory item.)  Is the on line return authorization limited to inventory items?  (I just tried entering an item group and that does not work also).
