User Rights Administration for B2B Websites

I have a client that needs a user rights administration console for his B2B business.  We've built the website and are interested in using code from someone who might have done this before.  We'll buy it.

From the website, the various user types need to have access to the ecommerce store with the ability to:

View only
Transact but only with supervisor approval
Transact without supervisor approval up to certain dollar amounts
Add additional users to the account & approve transactions

Anyone seen anything like this before on a netsuite website?
