URL Components - What are the rules on character replacement?

Dear Group,

I'm using the URL Component feature extensively, and notice that some non URL safe characters are removed (e.g. #) and some are altered (e.g. period becomes - ).

Does anyone have a comprehensive list of the subsititutions so I can publish these programatically somewhere else (without having to draw down from Netsuite).
