Image Resizer resize before or after image update?

What is the optimum size for the item thumbnails and item category images?

If I update an image of size 500 px by 500 px into the file cabinet for used as an item thumbnail, will the image resizer work to make the original image bigger/smaller (depending on the size i specify in the resizer) and change the file size in the file cabinet or does the image resizer resize the displayed image only?

Also, what is the unit of measure that is used in the Image Resizer?
80 x 80 in cm,mm, pixel?
