Use Per Customer Basis Restrict but restrict new Customers to Credit Card

Using "Per Customer Basis" for the website, customers get to choose either one of the options at the Payment page.
We only want new customers to pay by Credit Card but that option is there for selection.

Is there a way to
1. Only let new Customers Pay by Credit Cards
2. Only let existing Customers pay by Invoice if they have Credit Terms in their Customer record?
