Drop Ship Items and Fixed Shipping cost

We have a couple items that the vendor has a Set shipping cost for.

For example, we pay $295 for the item, and that includes the drop shipment cost from the vendor. We want to put this in as a $265 item cost to us with a $30 flat rate for shipping

Our mark up is to $395, but when netsuite calculates shipping in the shopping cart it is not pulling from the $30 flat rate we set.

Is there something I am missing?
